Congrats to Del. Rob Bell on new baby girl

Del. Rob Bell and his wife, Jessica, are the proud new parents of a baby girl, Evelyn Joy Bell, who was born 3:15 a.m. She weighed in at 7 pounds and 2 ounces. Both mother and baby are doing great. Congrats to the Bells!
