President Bush delivered his seventh State of the Union address to a joint session of Congress and to his fellow citizens. His address advocated his philosophy of trusting Americans, empowering them to make good and wise decisions, especially when it comes to keeping more of their hard-earned money, rather than sending it to Washington.
"Seven years have passed since I first stood before you at this rostrum. In that time, our country has been tested in ways none of us could have imagined. We faced hard decisions about peace and war, rising competition in the world economy, and the health and welfare of our citizens. These issues call for vigorous debate, and I think it's fair to say we've answered the call. Yet history will record that amid our differences, we acted with purpose. And together, we showed the world the power and resilience of American self-government."

President Bush visited the Jericho Program and meet with program graduates. Jericho is a grantee of the Prisoner Re-entry Initiative (PRI), which the President proposed in 2004 as a signature program of the Faith-Based and Community Initiative (FBCI). The program is run by Episcopal Community Services of Maryland and serves non-violent adult male offenders who have been released from prison within the last six months.
After, the President made a statement on the FBCI. Today marks the seventh anniversary of the FBCI. Over the past seven years, the White House Office of Faith-Based and Community Initiatives and the Agency Centers it oversees have worked to strengthen both faith-based and non-religious service organizations and to extend their work in partnership with government.
In the afternoon, the President signed the Executive Order Protecting American Taxpayers from Government Spending on Wasteful Earmarks. This will effectively end the common practice of concealing earmarks in so-called report language instead of placing them in the actual text of the bill. This means earmarks will be subject to votes, which will better expose them to the light of day and help constrain excessive and unjustified spending. Later, he met with Joint Chiefs and Combatant Commanders.
"Last night in my State of the Union, I highlighted the important work being done by faith-based organizations. This morning I was pleased to visit one of these inspiring groups, the Episcopal Community Services of Maryland, right here in Baltimore. I cannot thank you enough for the chance to take a tour."

President Bush visited Robinson Helicopter Company and made a statement on trade and the economy. For the sake of America's economy and national security, Congress should approve the vital free trade agreement with Colombia. Both houses of the Colombian legislature have expressed overwhelming support for the trade agreement with the United States. Now it is Congress' turn to support a key ally and expand opportunities in both our nations by approving this important agreement.
"I hope you're confident about our economy. I am. We've got some short-term issues to deal with. Fourth quarter growth slowed to .6 percent. In other words, there are signs that our economy are slowing. There's some uncertainty in the economy. But in the long run you've got to be confident about your economy. Inflation is down, interest rates are low, productivity is high. Our economy is flexible, it is resilient. We've been through problems before. As a matter of fact, we've been through problems before since I was your President. We've had a recession, corporate scandals, an attack on the United States of America; we've had major national disasters, and every time we've come through strong. And that what's going to happen this time, too."

President Bush made remarks on the Global War on Terror. The President highlighted the importance of FISA legislation, the situation in Afghanistan and the importance of completing the mission there, and Iraq.
Later, the President attended a Nevada Victory luncheon. In the evening, he attended a Colorado Victory and Bob Schaffer for Senate reception.
"We will prevail. We will prevail in this ideological struggle because liberty is powerful. Liberty is hopeful. The enemy we face can only convince people to join their cause is when they find hopelessness. And so our strategy is threefold: one, protect the homeland; two, stay on the offense against these folks; and three, provide an alternative -- a hopeful alternative to despair and doubt and hopelessness."

President Bush signed the Presidential Proclamation in honor of American Heart Month. Heart disease is the leading cause of death of both men and women in the United States. After, he participated in a breakfast with business leaders.
Later, the President toured Hallmark Cards, Inc. and made a statement on the economy. President Bush called on Congress to enact the pro-growth policies needed to ensure our economy continues to grow and create jobs, including the economic growth package agreed upon in bipartisan negotiations between the Administration and House leadership.
In the afternoon, the President attended a Missouri Victory and Sam Graves for Congress reception.
"So I've got an agenda for Congress. I'm looking forward to working with them on how to stimulate the economy in the short-term, but make sure we remain a strong economy in the long-term. And I'm looking forward to working with them. I like the spirit I found up in the halls of Congress. There's still a little politics in Washington, D.C., but that's not to say we can't work for the common good."

President Bush Discusses Economy in Kansas City
Mrs. Bush delivered the weekly radio address and discussed American Heart Month. February is American Heart Month. Mrs. Bush is committed to educating all women about the risk of heart disease, and serves as ambassador for The Heart Truth campaign and its Red Dress Project to raise women's awareness and encourage them to take action.
"February is American Heart Month -- a time to start heart-healthy habits, and to learn about the risk factors for heart disease. These risk factors include smoking, being overweight, lack of exercise, diabetes, high blood pressure and cholesterol, family history, and age. Heart disease affects more than 80 million people in the United States and claims the life of one American every minute."
