Um, he's not the governor.
Um, it's the respect of the office. "President" Bill Clinton isn't still president ... but he's still addressed by the title.
Your point being ... what, exactly?
It just seems awkward.
If I had to call him anything regarding to titles I'd say "Former Governor", but that seems stilted to me.
Also, in your previous mentions of Allen, you haven't been consistent in the "Governor" appellation, so res ipsa loquitor.
