Finally, after years of listening to blasting TV ads that are louder than the programs they accompany, the CALM Act, passed by Congress in 2010, takes effect today, December 13, 2012.
The Commercial Advertisement Loudness Mitigation Act (CALM) gives the Federal Communication Commission (FCC) the authority to implement and enforce the commercial volume limitation regulation.
It's about time.

While this is good news, speed limits are "enforced" too. Doesn't mean they're obeyed.
