Julia Hammond joins McDonnell administration

RICHMOND - Governor Bob McDonnell today announced that Julia Hammond has been appointed Director of Legislative Affairs in the Governor’s policy office.

Julia Ciarlo Hammond

Julia Ciarlo Hammond was Virginia state director of the National Federation of Independent Business, the Commonwealth's leading small business association, for nearly 4 years. Hammond managed NFIB's state operations in Virginia to include its lobbying, member support, and statewide political and media functions.

Hammond joined NFIB in 2007 after three successful years as director of government relations for the Virginia Hospitality and Travel Association. Prior to that, she was special counsel director in the Office of Attorney General Jerry Kilgore. Hammond, who began her career in Richmond as legislative aide to Delegate David Albo, also served as campaign manager for Senator John Chichester in 2003.

Since 2007, Hammond has served as member of the Attorney General's Government and Regulatory Reform Task Force. She is also a member of the Government Affairs Committee with the Virginia Society of Association Executives and Virginia FREE, a business association that uses the political process to strengthen Virginia's business climate.

Hammond earned her bachelor's degree in political science with a concentration in political communications from the University of Mary Washington. She and her husband Todd live in Richmond.
